The old Hayes dial script is a little bit over-picky about the DSR signal.
Let's get it working "by hand" first and then worry about the script later.

If Telix works than so should Kermit, considering the modem is on COM1.
One thought would be if any other device or driver is using IRQ3 -- Kermit
is interrupt driven; maybe Telix isn't and would not be affected. If that's
not it, then how about the speed? What speed do you have Kermit set to?
You said you were using the old Hayes script -- but that uses 1200 or 2400.
Maybe your modem's interface speed is fixed at 38400, 57600, or 115200.
Try setting different speeds, telling Kermit (assuming it's 3.14 or higher)
to "set carrier off", CONNECTing, and typing AT and Enter until you see
something.
